For the Blue Water Navy Vietnam Veterans’ Act of 2019 ~ January 9, 1962, through May 7, 1975.
This law relates to the Republic of Vietnam and its offshore ” Blue Water ” up to 12 Nautical Miles, as well as its ports, docks, and even some inland ” Brown Water ” under certain specific conditions.
IMPORTANT NOTE : The effective start and end dates as well as the distinctions and specifics of ” Blue Water ” and ” Brown Water ” for Service – Connected Disability Claims qualifications versus NON Service-Connected Aid and Attendance Pension qualifications ARE DIFFERENT ! ! For Military Service / Deployments AFTER the END of the Korean War and During the Vietnam War ~ September 1, 1967 to August 31, 1971
NOTE : Although the VA‘s official Korean War end date is January 31, 1955, the U.S. wished to limit the spread of Communism in Southeast Asia. Toward that end, U.S. Armed Forces were again deployed along the Korean Demilitarized Zone. Veterans deployed between Sept 1, 1967 and Aug 31, 1971 are now ” Presumed ” to have been exposed to the dangerous herbicide, Agent Orange and now they, ( and in certain cases, their spouses and / or other dependents ) potentially qualify for Service-Connected Disability benefits. Even though there is this ” Presumptive Connection ” Veterans must show medical evidence ( via Vets’ Official Military Personnel File and VA Med Records and / or Vets’ private med records ) that they have been afflicted with VA recognized medical conditions stemming from Agent Orange exposure.

War Periods for Veterans Who Contracted Infectious Diseases
For Veterans whose active Military, Naval or air service / deployment was in the Southeast Asia Theater of Operations during the time of simultaneous military ops taking place elsewhere in the Persian Gulf, qualifying Infectious Disease Periods of War dates are :
• August 2, 1990, to July 30, 1991
OR
For Veterans whose active Military, Naval or air service / deployment was in Afghanistan, qualifying Infectious Disease Periods of War dates are :
• On or after September 19, 2001
Recognized Infectious Diseases Under these Deployment Dates and Locations are :
• Brucellosis • Campylobacter jejuni • Coxiella burnetti ( Q fever ) • Malaria • Mycobacterium tuberculosis • Nontyphoid Salmonella • Shigella • Visceral Leishmaniasis • West Nile virus
The Persian Gulf War ( aka Gulf War ), Code-named OPERATIONS DESERT SHIELD & DESERT STORM
Dates overall for the Gulf War – Aug 2, 1990 – July 31, 1991
Official ” sub-dates ” for Operation Desert Shield – Aug 2, 1990 – Jan 17, 1991
Official ” sub-dates ” for Operation Desert Storm – Jan 17, 1991 – Feb 28, 1991
( NOTE : Operation Desert Shield officially became Operation Desert Storm on Jan 15, 1991;
the Gulf War is still considered an ” Ongoing Conflict ” to this day … )
War in Afghanistan / Iraq, ( Code-named OPERATION ENDURING FREEDOM ) – Oct 7, 2001 – Dec 28, 2014
